The Collapse of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Immense energy is expended on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capability afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: perhaps the approaching threat won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a assumption well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is impossible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
